The 2008 Global Citizenship Programme, initiated by The Dragon Foundation and managed by the Institute of International Education (IIE), will have sixty participants this year. The programmes will be preceded by a commissioning ceremony and pre-tour training in Hong Kong. The tours will include visits to non-government and international organizations in Geneva and New York. The general theme of the programme is .Ethical Interdependence・. The sub-theme of the Geneva programme is .Ethics and International Organizations・, and will focus on the history and development of international organizations in Europe and the importance of ethics for their work in the 21st century. The sub-theme of the New York programme is .Ethics, Creativity, and Innovation・, and will put emphasis on the realization of creativity and innovation in solving contemporary urban challenges and the influence of ethics on related issues.

The programmes will be highly interactive, giving participants the opportunity to hear at first-hand the views of prominent international figures, and to collaborate on group projects. They will gain experience through participatory learning and role-play before presenting group projects to peers on the last day of the programme. There will also be time for sightseeing and cultural activities.
